Modifies the University of Illinois Board of Trustees composition to include at least 12 trustees: the Governor, 9 appointed trustees, and student trustees (one from each campus)

Student trustees serve one-year terms and all have membership privileges, but only one designated student trustee possesses a legally binding vote while others have advisory votes

Establishes residency requirement for student trustees: must be Illinois resident with 6-month domicile history and possess either current Illinois driver's license/ID card or valid Illinois voter registration

Student trustee eligibility requires minimum 2.5 GPA on 4.0 scale and full-time enrollment, except during summer sessions; automatic termination occurs if requirements are not maintained
