Exempts mobile specialty care providers serving children in managed care organizations from obtaining prior authorization for reimbursement of chronic disease management services including asthma, diabetes, obesity, and reproductive health.

Defines "mobile specialty care provider" as a mobile-based entity using vehicles equipped with diagnostic equipment and staff to provide medical treatment for chronic diseases or conditions.

Requires mobile specialty care providers to make reasonable attempts to connect served children to their primary care physician or a Safety-Net Hospital to maintain a proper medical home.

Directs the Department of Healthcare and Family Services to adopt rules necessary to implement the provisions and define "reasonable attempts."

Effective July 1, 2017.
