Allows the Secretary of State to issue disability registration plates with an international accessibility symbol, in addition to the standard plates specified in Section 3-611, upon request by qualified individuals.

Permits persons with disabilities or those who are deaf or hard of hearing to obtain special plates if they meet disability criteria defined in the Illinois Vehicle Code or Illinois Identification Card Act and submit certification from a licensed physician, physician assistant, advanced practice nurse, or optometrist (for visual disabilities).

Authorizes parents or legal guardians of persons with Class 1A or Class 2A disabilities to obtain disability plates for up to one vehicle per family if the disabled person relies frequently on them for transportation, with written justification allowed for additional plates.

Allows the Secretary of State to issue disability parking decals or devices to persons with disabilities without requiring them to possess a driver's license or registered vehicle, provided they have appropriate disability certification.

Enables the Secretary of State to enter into agreements with other jurisdictions to recognize and extend parking privileges for disability plates and parking devices that display the international symbol of access.
