Changes alternative school program funding from using the "best 3 months' average daily attendance" to using the "last 3 years' average daily attendance" for grades 6 through 12.

Removes the pre-kindergarten through grade 5 students from the attendance calculation, limiting it to grades 6 through 12 only.

Eliminates provisions that added low-income student counts to the attendance calculation based on federal census data.

Maintains the base funding of $30,000 per program plus an amount calculated from the attendance ratio compared to statewide totals.

State Board of Education continues to retain up to 1.1% of appropriations for technical assistance, professional development, and program evaluations.
