Establishes the Evan Rushing Law regarding drug-induced homicide charges under Illinois criminal law.

Expands drug-induced homicide to include violations of controlled substance laws in other jurisdictions that would constitute violations under Illinois law if committed in the state.

Classifies drug-induced homicide as a Class X felony with mandatory sentences of 15-30 years imprisonment or extended terms of 30-60 years.

Applies the same sentencing requirements to both in-state violations of the Illinois Controlled Substances Act and equivalent out-of-state violations that result in death.
