County Board appoints an Administrator to oversee animal control, with authority to appoint Deputy Administrators and Animal Control Wardens as needed.

Board may require registration and microchipping of dogs and cats, with a minimum $10 differential fee for intact animals.

$10 of the registration fee differential must be placed in a county animal population control fund or the State's Pet Population Control Fund.

County animal population control funds can only be used for spaying, neutering, vaccinating, or sterilizing adopted dogs or cats; providing these services to low-income residents eligible for Food Stamp or Social Security Disability Benefits programs; or spaying, neutering, and vaccinating feral cats in recognized programs.

This requirement does not apply to counties with 3,000,000 or more inhabitants, and feral cats are excluded from general registration requirements.
