Amends the State Officials and Employees Ethics Act to modify exemptions from the Freedom of Information Act for Executive Inspector General investigatory files and reports.

Allows disclosure of Executive Inspector General investigatory files to the head of a State agency affected by or involved in the investigation, in addition to existing permitted recipients (law enforcement, ultimate jurisdictional authority, Executive Ethics Commission, and other Inspectors General).

Maintains confidentiality of investigatory files and reports except as necessary for the specified exceptions and monthly reports required under Section 20-85.

Preserves public disclosure requirements when the Executive Ethics Commission finds a violation, with exempted information redacted according to Freedom of Information Act provisions.

Takes effect upon becoming law.
