Amends the State Officials and Employees Ethics Act to establish procedures for officers and employees to object to Executive Inspector General information requests based on applicable State or federal legal rights or protections.

Allows officers or employees to seek resolution of objections through the Executive Ethics Commission rather than automatically complying with Executive Inspector General requests.

Authorizes the Executive Inspector General to notify the Executive Ethics Commission and seek a compulsory order if an officer or employee refuses or fails to provide requested information.

Preserves existing rights and protections under State or federal law for all persons subject to Executive Inspector General investigations.

Maintains that failure to cooperate with Executive Inspector General or Attorney General investigations remains grounds for disciplinary action, including dismissal.
