Increases the threshold for public improvement and maintenance contracts from $20,000 to $30,000 under 65 ILCS 5/4-5-11, requiring municipalities to use public bidding or obtain four-fifths council approval for contracts exceeding this amount.

Increases the material purchase threshold from $20,000 to $30,000 for materials used in public improvement projects under the alternative construction method, requiring competitive bidding for materials at or above this new threshold.

Applies the same $30,000 threshold increase to municipalities with populations under 500,000 under 65 ILCS 5/8-9-1, requiring either public bidding or two-thirds aldermen/trustee approval for projects exceeding this amount.

Takes effect immediately upon becoming law.
