Removes provision stating the Program is not an entitlement and deletes language about limited state resources constraining coverage.

Requires Department of Healthcare and Family Services to adopt rules ensuring covered services include dental preventative and restorative services.

Removes three-month ineligibility period for spouses when required monthly premiums are not paid; applies re-enrollment restriction only to the veteran.
