Prohibits township or multi-township caucus participants from voting if they held elected or appointed office in another political party, served as a judge of election for another party, or voted in another party's primary within the past 12 months.

Requires caucus procedures to include rules specifying that caucuses begin no earlier than 6:00 p.m., procedures for appointing judges of election, and methods for nominating and voting on candidates.

Adds requirement that each caucus participant is entitled to only one vote per office and that votes cannot be weighted to equal more than one vote.

Requires participants to be registered voters affiliated with the party holding the caucus, register within the territory for which nomination is made, and sign an affidavit of voter registration and party affiliation.

Prohibits participants from taking part in multiple parties' caucuses for the same election, signing nomination petitions for independent or new party candidates, or becoming candidates of another party for the same election.
