Amends the State Property Control Act to direct proceeds from vehicle sales operated by the Secretary of State Department of Police to the Secretary of State Police Services Fund (retaining $500 handling fee per vehicle for Central Management Services).

Establishes a $50 service fee for owners of specially constructed, reconstructed, or foreign vehicles when the Secretary of State Department of Police inspects and stamps a vehicle identification number, deposited into the Secretary of State Police Services Fund.

Imposes a $125 service fee (in addition to other registration fees) when the Secretary of State Department of Police issues valid Illinois registration upon notification by law enforcement that a vehicle lacks valid Illinois or reciprocal foreign registration.

Directs all service fees ($50 and $125) to be deposited into the Secretary of State Police Services Fund to cover inspection, processing, and vehicle maintenance and operation costs.

Takes effect immediately upon becoming law.
