Expands definition of "essential parts" in vehicle code to include front and rear bumpers, fairings, fuel tanks, and motorcycle forks while removing references to certain audio equipment and aluminum wheels.

Creates new Section 5-501.5 establishing statewide prohibition on licensing automotive parts recyclers, scrap processors, repairers, and rebuilders whose municipal business licenses were revoked or nonrenewed due to fraud or misconduct within 3 years, with $1,000 daily fines for violations.

Requires municipalities to notify the Secretary of State within 30 days of revoking or nonrenewing licenses under the new fraud provisions and to notify other municipalities where the former licensee operates business.

Adds requirement in Section 5-301 for license applicants to disclose whether they or their affiliates have been subject to license revocation or nonrenewal by a municipality under the new fraud provisions.

Establishes criminal penalties for operating driver training schools without a license, making first offense a Class A misdemeanor and subsequent offenses a Class 4 felony.
