Amends the Safe Pharmaceutical Disposal Act to allow counties and municipalities (in addition to cities and villages) to establish drug disposal receptacles at public facilities under their control.

Permits receptacles to be placed at county/municipal facilities such as city halls, police departments, or other county/municipal facilities to collect expired, unused, or unwanted pharmaceuticals including controlled substances when collected in accordance with federal law.

Requires counties and municipalities to provide continuous or regular public notice about the availability of disposal receptacles and to clearly post signage indicating what drugs may be disposed of.

Allows pharmaceuticals collected under the program to be destroyed using drug destruction devices as defined in the Environmental Protection Act, subject to federal law limitations.

Amends the Environmental Protection Act to define "drug destruction device" to include devices used to destroy both drug evidence and pharmaceuticals collected under the Safe Pharmaceutical Disposal Act program.
