Amends the State Property Control Act to require all moneys received for the use of surplus real property be used for the upkeep of that property.

Maintains existing procedures for state agencies to report surplus real property annually by July 31, with the Administrator notifying agencies by October 31 of declared surplus property.

Preserves requirements that surplus property not transferred to another state agency be appraised (if valued at $5,000 or more) and sold at public auction or to local government bodies at fair market value.

Directs proceeds from surplus property sales to the General Revenue Fund, except for special funds used in original acquisition and proceeds from closed mental health or developmental disabilities facilities (which go to specific Medicaid Trust Funds).

Takes effect immediately upon becoming law.
