Amends the Child Passenger Protection Act to require technicians conducting child safety instructional courses to discuss the negative consequences of motor vehicle accidents involving children without proper child restraint systems.

Technicians must discuss with violators who received citations marked "no safety seat" the person's reasons for not using a child restraint system and the dangers of accidents without proper restraints.

Technicians may also discuss the importance of adults wearing safety belts and how adult behavior impacts children's safety practices.

Technicians must be certified through the U.S. Department of Transportation's National Highway Traffic Safety Administration (NHTSA) National Child Passenger Safety Certification Training Program.

Upon course completion, technicians issue a letter documenting the person's voluntary participation, including the course completion date, citation number, county of issuance, and technician credentials for court presentation.
