Requires all Illinois public high schools to include instruction in the free enterprise system through a course lasting at least one semester, beginning with students entering 9th grade in the 2018-2019 school year.

Makes the free enterprise course a prerequisite for high school diploma for all students entering 9th grade in the 2018-2019 school year and subsequent years.

Directs the State Board of Education to adopt free enterprise content standards, develop curriculum, and provide professional development training for teachers of the course.

Specifies minimum areas of instruction must include: basic characteristics of free enterprise systems, economic growth and wealth creation benefits, rule of law and property rights, government impact on economy, and business startup opportunities and challenges.

Requires the State Board of Education to submit a report to the General Assembly within 18 months of the bill's effective date on implementation of the free enterprise education requirement.
