Amends the Illinois Controlled Substances Act by modifying Schedule I to add new opiates, opium derivatives, and hallucinogenic substances, including fentanyl analogs and synthetic cannabinoids.

Adds U-47700 (3,4-Dichloro-N-[2-(dimethylamino)cyclohexyl]-N-methylbenzamide) to Schedule I controlled substances.

Expands Schedule I hallucinogenic substances to include synthetic cathinones, benzoylindoles, indazole derivatives, and various "designer drug" compounds such as JWH compounds, AM compounds, and NBOMe derivatives.

Includes a synthetic cathinones provision covering compounds structurally derived from 2-aminopropan-1-one with phenyl, naphthyl, or thiophene ring systems, with exemption for bupropion.

Takes effect upon becoming law with previous version effective from January 1, 2015, and revised October 25, 2016.
