All public colleges and universities must conduct a survey within 60 days of services and programs available to veterans, active duty military personnel, and their families, including current usage numbers and 5-year and 10-year usage projections.

Each public college and university must make the survey and guidebook available on its website and provide copies to the Board of Higher Education, Department of Veterans' Affairs, legislative leaders, and the Governor's office.

Colleges and universities with campuses having more than 1,000 full-time students must appoint or hire a Coordinator of Veterans and Military Personnel Student Services within 6 months, with preference given to hiring veterans.

The Board of Higher Education and Department of Veterans' Affairs must jointly review all surveys and post links to them on their websites, while the Governor's office shall submit an evaluation report with recommendations to each institution.

Colleges and universities must make best efforts to create academic and social programs for veterans and expand online educational curricula to serve student veterans and currently-deployed military personnel.
