Removes the Illinois Petroleum Education and Marketing Act from the January 1, 2018 repeal date under the Regulatory Sunset Act and reschedules its repeal for January 1, 2028.

Expands the Illinois Petroleum Resources Board's purpose to include support for oilfield environmental remediation and restoration activities in addition to education and promotion of the oil and gas industry.

Grants the Board authority to enter into voluntary agreements with the Department to support oilfield environmental remediation and restoration activities.

Requires the Board's annual financial report to be filed with the Department within 60 days after the close of the Board's fiscal year.

Adds restriction prohibiting use of funds collected under Section 30 for travel expenses of any member of the Illinois General Assembly.
