Requires ethics officers to complete training curriculum developed by Executive Ethics Commission within 6 months, with annual refresher training thereafter, as a condition to continue serving.

Authorizes Inspector General to require ethics officers to provide relevant information necessary to make informed determinations about former employee post-employment restrictions under revolving door provisions.

Specifies that written restricted determinations must identify factual and legal basis and provide the affected person notice of opportunity to request investigatory files and reports relied upon, with files provided within 3 business days (subject to redactions for witness identity protection).

Allows ultimate jurisdictional authority or agency head to disclose Executive Inspector General investigatory files and reports to agency staff responsible for determining discipline and to accused employees for discipline purposes after investigation summary report is issued.

Extends revolving door prohibition for chief procurement officers and certain procurement-related positions from 1 year to 2 years after termination, applying to the agency most recently employing them or most recently assigned to them to oversee.
