Expands the definition of "ex parte communication" under the State Officials and Employees Ethics Act to include situations when legislators impart or request material information regarding State university admissions, hiring, or other personnel decisions at State agencies or universities.

Modifies "interested party" definition to include persons or entities whose rights, privileges, or interests regard matters of State university admissions, hiring, or other personnel decisions at State agencies or universities.

Adds the Illinois Board of Higher Education to the list of agencies required to report ex parte communications to the Executive Ethics Commission.

Requires agencies receiving ex parte communications from interested parties to promptly memorialize them and make them part of the record, with ethics officers filing detailed reports to the Executive Ethics Commission including written communications, oral communication summaries, identities of persons involved, and dates.

Establishes violation of reporting, record-keeping, or filing requirements as a violation of the State Officials and Employees Ethics Act.
