Amends the Illinois Governmental Ethics Act Section 3-203 to require legislators with conflicts of interest to disclose that they are taking official action on a matter.

Legislators may disclose conflicts by filing a written statement with the Clerk of the House of Representatives or Secretary of the Senate stating they have a conflict and are voting in the public interest.

Alternatively, legislators may state on the record during debate that they have a conflict regarding the legislative matter and are voting in the public interest.

Requires that when a legislator chooses to act despite a conflict situation, they must serve the public interest and not the interest of any other person.
