Removes the 126 square mile restriction on township size in the Township Code, allowing townships to be enlarged or consolidated based only on equalized assessed valuation of at least $10,000,000.

Allows counties with populations between 500,000 and 3,000,000 to dissolve drainage districts wholly within their borders by county board resolution after public hearing, with the county assuming all powers, obligations, assets, and functions 90 days after adoption.

Permits counties to dissolve and assume control of drainage districts partially within their borders if the county appoints a majority of commissioners and all other counties containing portions of the district consent through intergovernmental agreement.

Requires 30 days' advance notice in newspapers and by mail to landowners and residents before any drainage district dissolution hearing and resolution.

Allows township road districts with less than 15 miles of roads to be abolished by public referendum, with all assets, liabilities, and taxing authority transferring to the township board of trustees.
