Creates new Section 1.8 requiring all drainage commissioners to be appointed by the county board, effective after the bill's passage, with appointments made as current commissioners' terms expire.

For multi-county districts, commissioners shall be appointed according to an intergovernmental agreement between the affected county boards.

Removes land ownership requirements for drainage commissioners by striking provisions that previously required commissioners to own land in the district.

Allows petitions for commissioner appointments to be signed by either a majority of landowners owning a majority of district area or a majority of district residents (expands who can petition).

Repeals Sections 4-5, 4-6, and 4-8 of the Illinois Drainage Code, which previously provided for the election of drainage commissioners.
