Establishes ranked-choice voting for elections of General Assembly members and statewide constitutional offices (Governor, Lieutenant Governor, Attorney General, Secretary of State, Comptroller, and Treasurer) in general and special elections only, not primaries.

Requires ballots to allow voters to rank candidates in order of preference, with voters not required to rank all candidates and space provided for one write-in candidate.

Implements ranked-choice vote tallying proceeding in rounds, where each ballot counts as one vote for its highest-ranked continuing candidate in that round, with exhausted ballots not counted for any candidate.

Eliminates last-place candidates after each round until only 2 or fewer candidates remain, at which point the candidate with the most votes is declared the winner; ties are resolved by lot.

Allows for modifications including limiting rankings to no fewer than 6 choices and permitting simultaneous elimination of multiple candidates determined to be mathematically impossible to win.
