Allows school boards to permit students to substitute all of grades 11 and 12 with vocational or technical education courses instead of traditional high school courses.

Requires vocational and technical education courses to be jointly approved by the State Board of Education and the Illinois Workforce Investment Board in order to qualify as substitutes.

Removes the previous requirement that substituted courses contain at least 50% of the content of the required course being replaced.

Amends the Illinois Workforce Investment Board Act to add the Board's duty to jointly approve vocational or technical education programs with the State Board of Education.

Requires parental or guardian written request and approval before any vocational or technical education course can be substituted for a required high school course.
