• Establishes the Illinois Election Integrity Fund as a special state treasury fund supported by voluntary taxpayer checkoffs on income tax returns, with approximately $2,000,000 required for the first election cycle.

• Requires optical scan and direct recording electronic voting systems to meet federal Election Assistance Commission standards and independent testing authority requirements; ensures early voting locations using only electronic systems provide paper ballots to voters who request them.
