Department of Public Health shall establish a Veterans' Cancer Screening Program, subject to appropriation, to promote awareness of cancer in veterans through information dissemination, treatment counseling, and referral services.

Beginning January 1, 2018, the program must develop and distribute public service announcements about cancer screening for veterans through print and broadcast media.

Program applies to uninsured and underinsured veterans and non-profit organizations providing assistance to these populations, with participating entities required to coordinate with local cancer screening providers and comply with state and federal standards.

Administrative costs for the Department shall not exceed 10% of allocated funds, and indirect costs for funded entities shall not exceed 12%; Department must submit annual reports to the General Assembly and Governor beginning January 1, 2019.

Personal and medical information collected from applicants shall be kept confidential and may only be disclosed to medical personnel, fiscal intermediaries, and other state health agencies or medical researchers conducting cancer surveillance and investigation.
