Adds a new duty to the Department of Veterans Affairs to provide informational resources and education to veterans returning from deployment regarding service animals for individuals with disabilities.

Specifies types of service animals to be covered, including those that guide people who are blind, pull wheelchairs, alert people with hearing loss, protect those having seizures, assist people with traumatic brain injury, and calm people with post-traumatic stress disorder during anxiety attacks or psychiatric episodes.

Amends Section 2 of the Department of Veterans Affairs Act (20 ILCS 2805/2) to establish this as duty number 13 of the Department.
