Creates the Automated License Plate Recognition System Data Act to regulate law enforcement use of automated license plate recognition (ALPR) systems and data, restricting use to legitimate law enforcement purposes only.

Requires law enforcement agencies using ALPR systems to adopt policies governing system use, privacy policies, audit procedures, and comprehensive training programs for employees with access to ALPR data.

Prohibits use, sharing, sale, trade, or exchange of ALPR system data and historical ALPR data for any purpose other than legitimate law enforcement investigations of criminal offenses or law violations.

Makes ALPR system data and historical ALPR data inadmissible in court or administrative proceedings if gathered, stored, used, or disclosed in violation of this Act, unless exceptions to the Fourth Amendment or Illinois Constitution exclusionary rule apply or the agency acted in good faith.

Exempts ALPR system data and historical ALPR data from disclosure under the Freedom of Information Act and prohibits local governments from adopting regulations less restrictive than this Act regarding ALPR system use.
