• Amends the Illinois Procurement Code to exempt procurements related to the sale of the James R. Thompson Center from standard procurement requirements, while requiring compliance with specific procurement code sections (20-160, 50-5, 50-10, 50-10.5, 50-12, 50-13, 50-15, 50-20, 50-21, 50-35, 50-36, 50-37, 50-38, and 50-50).

• Modifies the State Property Control Act to authorize the administrator to dispose of the James R. Thompson Center in Chicago through a competitive sealed proposal process that includes engagement with interested purchasers, public notice in the Illinois Procurement Bulletin at least 14 days before proposals are due, and evaluation of proposals based on factors determined by the administrator.

• Requires any contract to dispose of the James R. Thompson Center property to include commitments from the purchaser to: make applicable payments to the City of Chicago for zoning density; enter into an agreement with the City and Chicago Transit Authority regarding the existing transit facility; and designate a portion of the property in honor of Governor James R. Thompson.

• Extends the deadline for entering into an agreement to dispose of the James R. Thompson Center from one year to 2 years after the effective date of this amendatory Act.

• Requires relocation of the executive offices of the Governor, Lieutenant Governor, Secretary of State, Comptroller, and Treasurer to the Michael A. Bilandic Building at 160 North LaSalle Street, Chicago, prior to or upon disposition of the James R. Thompson Center.
