Changes the Firearm Owners Identification Card Act to require (rather than permit) sheriffs and law enforcement agencies to petition for a warrant to search for and seize firearms when a person fails to comply with revocation requirements.

Establishes a 5 business day deadline for the Department of State Police to receive a Firearm Disposition Record after sending revocation notice; if not received, the Department must send a second notice to the local sheriff and law enforcement agency.

Requires the sheriff or law enforcement agency to report back to the Department within 5 days of the second notice regarding compliance status and efforts; if no Firearm Disposition Record is submitted, the Department may request a circuit court issue an arrest warrant for the individual.

Mandates the Department of State Police provide written notice of these requirements to all sheriffs and law enforcement agencies within 30 days of the bill's effective date and annually by January 31 thereafter.

Takes effect immediately upon becoming law.
