Amends the Illinois Controlled Substances Act to modify Section 318 regarding confidentiality of prescription monitoring information collected by the central repository.

Adds Department of Children and Family Services as an authorized recipient of confidential prescription information through an indirect online request process, established via intergovernmental agreement with the Department of Human Services.

Establishes a prescriber and dispenser inquiry system for accessing the previous 12 months of prescription records to prevent medication diversion and abuse, with read-only access and secure encrypted links provided by the Department.

Authorizes the Prescription Monitoring Program to create automatic login profiles when prescribers or dispensers obtain or renew controlled substance licenses, and to send information about clinical guidelines, continuing education, and unsolicited reports to registered users.

Requires the Prescription Monitoring Program to maintain a website with clinical guidelines, continuing education programs, FDA and CDC updates, and prescription drug disposal information reviewed by an advisory committee.
