Requires employers or insurers to pay providers within 30 days of receiving complete bills, with 1% monthly interest accruing on unpaid amounts and penalties for late payment of interest obligations.

Mandates standardized electronic claims submission and acceptance by all employers and insurers by June 30, 2012, with administrative fines up to $1,000 per violation for non-compliance.

Sets implant reimbursement at 25% above net manufacturer invoice price plus shipping, and establishes separate reimbursement rates for specific medical codes and services including prescriptions, dental services, and ambulatory surgical centers.
