Prohibits the University of Illinois from blocking student class registration or withholding transcripts solely because a student owes money to the university.

Applies the same restrictions to Southern Illinois University, Chicago State University, Eastern Illinois University, Governors State University, Illinois State University, Northeastern Illinois University, and Western Illinois University.

Prevents community college districts from prohibiting student class registration or refusing to issue transcripts solely due to outstanding student debt.

Takes effect immediately upon becoming law.
