Limits individual tuition discounts to a maximum of $2,500 per academic year, with discounts available for up to 4 years to students maintaining satisfactory academic progress.

Requires the Board of Eastern Illinois University to report every 2 years to the Board of Higher Education on the program's impact on tuition revenue, enrollment, and college affordability.

Terminates the program after the 2022-2023 academic year with no new students admitted, though existing students may continue discounts through their 4-year eligibility window; the section repeals on July 1, 2026.
