Adds definition of "shelter placement" as temporary or emergency placement for a minor, including emergency foster home placement.

Requires public agencies to file written reports with the court within 15 days when a minor remains in shelter placement beyond 30 days, psychiatric hospitalization past medical necessity, or detention solely due to lack of appropriate placement.

Requires reports to explain steps being taken for appropriate placement, how the minor's needs are being met, and anticipated placement date if identified.

Allows courts to require custodian or guardian reports within 10 days or earlier if necessary to protect the minor's health, safety, or welfare.

Requires agencies to report when minors are placed in licensed facilities under corrective plans due to safety concerns, explaining steps to ensure the minor's safety and well-being.
