Amends the Personnel Code Section 12a to change "Director" to "agency head" for payroll certification requirements in state government.

Requires agency head or authorized agent certification that employees named on payroll vouchers were properly appointed and employed in accordance with state personnel laws and regulations.

Allows certification procedures to be based on either verification of individual payroll items or alternative procedures that avoid repetitive verification when other compliance evidence is available.

Permits payroll preparation to continue at individual agencies or be centralized in a payroll unit, with the Director authorized to withhold certification for proper cause.

Maintains citizen standing to sue disbursing officers for violations and recover payments made contrary to personnel law, with recovered funds returned to state treasury.
