Amends the Personnel Code to allow emergency appointments to be renewed if authorized by the Director of Central Management Services (previously could not be renewed).

Emergency appointments may be made for up to 60 days to meet emergency situations without regard to eligible lists.

Allows temporary appointments to exceed the 6-month limit if authorized by the Director of Central Management Services.

Temporary appointments may be made for positions determined to be temporary or seasonal in nature and should be filled from eligible lists when practicable.

Notice of emergency appointments and terminations must be reported to the Director of Central Management Services.
