Amends the State Prompt Payment Act to expand the definition of "goods or services furnished to the State" to include utility services provided by units of local government.

Adds utility services as a new category of services covered under the prompt payment requirements, alongside existing coverage for health care, developmental disability services, mental health services, and substance abuse services.

Maintains existing definitions and requirements for "appropriate State official or agency," "eligible member," "member," "dependent," and "proper bill or invoice" under the Act.

Takes effect upon becoming law.
