State Board of Elections must begin utilizing the Electronic Registration Information Center by September 1, 2017, to cross-reference voter registration database against government agency databases including driver's license information at least 6 times per calendar year.

Election authorities must share cross-reference findings with other election authorities and automatically register voters who move within Illinois, with both the new and previous addresses receiving notification by mail.

Voters whose registration was changed due to address updates may vote a regular ballot at their prior address if they attest it is their true current address and the election authority confirms their previous registration.

Voters unable to immediately confirm prior registration but meeting same-day registration requirements may vote a regular ballot; those not meeting same-day requirements receive a provisional ballot.

No voter shall be disqualified from voting due to errors related to registration address updates under this process.
