Reduces advance notice period for proposed annual budgets from 30 days to 25 days for both Common Interest Community Association Act members and condominium unit owners under master associations.

Expands board meeting closure provisions for master associations to allow boards to close meetings or meet separately to discuss litigation, employee/contractor matters, rule violations, unpaid assessments, and legal counsel consultations.

Allows unit owners to record open board meetings through tape, film, or other means, with the board able to establish reasonable rules governing recording rights.

Permits boards to close portions of noticed meetings for specific purposes including discussing pending litigation, personnel decisions, rule violations, and unpaid common expenses, while requiring all votes on these matters to occur in open session.
