Amends the Common Interest Community Association Act to establish a 60-day deemed approval process for mortgagee or lienholder consent to amendments, requiring negative responses to be delivered within 60 days or approval is automatically granted, with requests sent by certified mail.

Amends the Condominium Property Act with the same 60-day deemed approval process for mortgagee or lienholder consent to condominium instrument amendments.

Allows 501(c)(3) non-profit unit owners to continue leasing units even after an association prohibits new leasing, with no special fees or penalties assessed for doing so.

Requires two-thirds member approval before a common interest community can incorporate as a municipality.

Permits Board of Managers to correct omissions, errors, or scrivener's errors in condominium documents by two-thirds board vote without full unit owner approval, except when property rights are materially or adversely affected.
