Requires the Department of Mental Health to establish reimbursement rates for community-based service providers that ensure direct support persons (DSPs) earn a minimum base wage of $15 per hour.

Applies wage increase requirements to intermediate care facilities, community-integrated living arrangements, developmental training programs, and other residential and day programs serving persons with intellectual and developmental disabilities.

Expands definition of "front-line personnel" to include direct support persons, aides, front-line supervisors, qualified intellectual disabilities professionals, nurses, and non-administrative support staff, requiring commensurate wages for all these positions.

Increases Medicaid payment rates for facilities licensed under the ID/DD Community Care Act and MC/DD Act to fund the wage increases for front-line personnel.

Takes effect upon becoming law.
