IL SB1008

Removes Department of State Police from diesel emission inspection program and makes Department of Transportation solely responsible for conducting annual emission inspections for diesel vehicles over 16,000 pounds gross weight.

Eliminates nonscheduled roadside emission inspections previously authorized for State Police, including related enforcement authority, training requirements, and associated penalties for violations.

Removes provisions creating the Diesel Emissions Testing Fund and eliminates funding from fines collected for emission violations; reimbursement to Department of Transportation now comes only from General Revenue Fund.

Modifies juvenile justice provisions to allow Department of Juvenile Justice to notify parents/guardians by regular mail, telephone, or electronic message rather than certified mail only.

Adds exemption to State Mandates Act stating no state reimbursement is required for implementing mandates created by this amendment.
