Amends the Nurse Practice Act to establish qualifications for Advanced Practice Nurse (APN) licensure, requiring current registered nurse license, national certification, and a graduate degree in clinical advanced practice nursing.

Creates a transitional pathway for Certified Registered Nurse Anesthetists (CRNAs) without a graduate degree to obtain licensure if they completed their nurse anesthesia program prior to January 1, 1999, and maintain current national certification.

Extends the deadline for CRNAs without graduate degrees to apply for licensure from July 1, 2018 to July 1, 2023.

Requires applicants to submit criminal history records checks and allows the Department to consider felony convictions but prohibits absolute bars to licensure based solely on conviction.

Permits applicants to seek licensure in multiple advanced practice nursing specialties without requiring multiple graduate degrees, provided they meet certification requirements for each specialty.
