IL SB1223

Amends Article 14A of the School Code to include "children eligible for accelerated placement" alongside gifted and talented children in the state's educational programs framework.

Defines "accelerated placement" as placing a child in curriculum reserved for older or higher-grade students, including early entrance to kindergarten or first grade, single-subject acceleration, and grade acceleration.

Requires each school district to adopt a policy on accelerated placement that includes: fair decision-making involving multiple persons and parents, multiple valid assessment indicators, parent notification procedures, and eligibility open to all children demonstrating high ability (not limited to those identified as gifted and talented).

Authorizes school districts to include optional components in accelerated placement policies such as community notification procedures, multiple referral sources (including parents, educators, peers, and health professionals), and written plans detailing acceleration strategies.

Takes effect July 1, 2018.
