Amends Illinois Public Aid Code Section 12-9.1 to modify the DHS Recoveries Trust Fund, which consists of recoveries from applicants and recipients, support payments, federal financial participation revenue, and grant-related funds.

Specifies Fund disbursements for nine purposes including reimbursing erroneous claims, paying designated payees, supporting collections under Article X, paying local governmental units, and covering administrative expenses.

Requires that disbursements for administrative expenses, grant administration, collection fees, and legal representation in federal benefit appeals be subject to appropriations from the Fund to the Department of Human Services.

Eliminates any transfers from the Fund that were required to be made prior to June 19, 2013 (the effective date of Public Act 98-24).
