Deletes the requirement that employees purchasing military service credit under Section 14-104(j) pay an additional amount equal to the employer's normal cost of the benefit plus interest.

Specifies that this change applies only to credit purchased on or after the bill's effective date and does not entitle anyone to refunds of previously paid contributions or interest.

Excludes the change from the definition of "new benefit increase" under Section 14-152.1, meaning it is not subject to the funding and expiration requirements that apply to other benefit increases.

Maintains all other requirements for military service credit, including the employee contribution and interest calculations from the date the employee became a System member or November 19, 1991, whichever is later, to the date of payment.

Takes effect immediately upon becoming law.
